need power supply advice.

I know very little about power supplies. so what brand do i want?

I think i probably need 400+ watts

my hardware is

geforce 6800 vanila
nforce 3 mobo
1 harddrive
amd64 3000 cpu
dvd burner
cd rom

im on a budget and looking to spend as low as possible. 40 bucks at utter most. im poor .. what can i say.
lower = better.
just looking for stability and if possible something quiet.

I'm not going to be much help because of your budget, but I will offer some sound advice.

You've spent a great deal on all the parts of your computer, why skimp on the most important part? The power supply is responsible for delivering clean stable power to every single part in your computer. If you skimp and get one that doesn't do a good job, at the least you could have an unstable computer, the worst? It could damage your computer and you'd have to buy them all over again, and a new PSU to boot!

Save for a while longer and get one that costs more than $40.
I run and recommend the modestly priced Corsaid 520HX.
It can be had for $100 - $120 depending on your retailer.
 
The cheapest supply I can recommend is in the $50-$60 range so I can't be of much help either.
