Need Mini-ITX Mobo Suggestion

First of all, I'm unsure whether such a board exists that meets the requirements below. But if there's a group that would know, it would be here.

Requirements:
- Mini-ITX form factor
- Intel CPU-based. Does not need to be integrated.
- No Atom-based processors. It would need to be capable of handling an i3 proc.
- Must support Win7 x64.
- PCIe socket. A "x1" would suffice, but a "x16" is preferred.
- Dual onboard monitor outputs. At least one needs to be HDMI and support audio output. (Though this could be ignored if a PCIe x16 socket is present.)
- Support for Full Drive Encrypted (FDE) hard disks. Specifically, I'm looking to use one of Seagate's FDE drives. So the mobo would need to be able to recognize such a drive, be able to store the hard disk password, and pass the password to the drive during the bootup process.
