What is a good program to rip the audio from an WMV file into a WAV file?

And what's a good program to edit it a wav file? Like take out certain parts in the file that I don't want in there?

EDIT - If there isn't a plugin for dBpowerAMP, set the recording device as wave in the "Recording Control", then press record in Audacity and play in media player or whatever you use.
