Need Help with mobile radeon 9800

I had problems with my games running slower than normal on my mobile radeon 9800 (inspiron xps). Before 3dmark03 was ~6400. Now its ~5400. I tried doing factory default restoration and installing the same 4.12omega driver and imstill getting the same score. This isn't hardware related is it? Shouldn't it be strictly software and driver related. It it was hardware, wouldn't I get artifacts and distorted lines on the screen? I dont understrand why im getting the same worse score and peformance after restoring back to factory defaults. ANY HELP PLEASE!!! Thanks
