Need help with ICS

I have a windows XP laptop with a Verizon wireless CDMA card and I'm trying to share it to the rest of the computers on my network. I have ICS enabled over the gigabit ethernet but my main rig running Vista Ultimate will not acquire a correct IP address. It ends up using a 169.254.116.150 IP address instead of the 192.168.0.x it should be.
I have tried manually configuring it and it still doesn't work but I can ping the host computer from my desktop and it works fine.
 
I guess that ICS is very similar to bridging the connections with an added DCHP server?

If so then try to manually assign a static IP, AND COPY THE DNS SERVERS FROM THE FIRST COMPUTER. That should work if you are able to ping it.
