Need help with Graphics

The issue is very similar to a Level of Detail (lod) issue when I play games, what is happening in every game I play that an object will be infront of you (say a couple pf meters) and as you walk closer the shadows and detail change.

Now while this does not sound like a big issue, multiplie it by every object in the game doind this while you move.

Il2 is the worst, and Far Cry 2 is not as bad even though i have the ingame LOD settings to 1.0000

Anyway what I have done so fat:

1. Tried all different drivers and driver cleaners
2. Reinstalled XP
3. Sent mobo for Rma and got it back (not sure if the done anything)
4. tried different Vid Cards
5. All temps are good expect MCP which i have got to 75

Any ideas? could this be a ram issue
