My sister got a green dot visa debit card at walmart and she signed up for paypal and it said she was all ready to go, but when she went to ebay to pay for what she bought it said she had to be verified before she could continue. So now she can't buy anything on ebay with paypal and paypal charged her $1 five different times to see if she had money in her account. Is there a way to verify paypal without a bank account? Thanks
