Need help troubleshooting new build

If I run memtest or Intel burn test will all my memory, I get errors. But each stick is clean when I run memtest individually. What could be the problem then? Motherboard? I've already increased the memory voltage to 1.55V and the memory controller to 1.15V to rule out power stability.

System:
Intel 3930K
Intel DX79SI motherboard
Corsair 4x8GB Dominator 1600MHz
Corsair 750HX PSU
 
No, I didn't think of that. I guess I assumed I should be populating the primary slot. If that made a difference, would that suggest a problem with that slot?

Yes, which means you'll have to RMA the motherboard.
