need help.. stumped for 3 months (bad CPU question)

hi all,
I have been slowly building a computer and just when i get all the parts togther this dam thing wont turn on. What happens is I set up everything go to hit the power button and all i get is a split second of power. Then one of two things happens, it just turns off, or it clicks on and off.
So far I have removed and swapped out:
three different power supplies
two different motherboards (IC7-MAX3)
two Video cards ( ATI 9800 PRO and ATI 9700 PRO)
two different kinds of ram (geil 3500 Plat and Corsair 3200 XMS Rev 1.1)
two cases
hard drives
and more only thing left is the processor
the processor is a 2.8C and Ihave no other way to test it

Any ideas or suggestions, im running out of time, patience, and money building this thing.

Check to make sure Motherboard is not shorting with the case. Assemble it on a nonconductive table or floor. Also remove fan and heatsink. Unlock CPU, check for bent pins. Replace CPU and WIGGLE it just a little bit to make sure it seats. Lock it down and assemble the minimum needed to test.

try turning on the computer without the auxillary connector plugged into the Radeon graphics card (or use a PCI video card). If the power doesn't trip off like its been doing within 1~2 seconds of hitting the power switch then you are experiencing a bug that has plagued mainly people with Antec PSU's and Nforce2's. I wouldn't have suggested it if it didn't sound so similar, so its worth a shot. Of course if your computer does power up successfully you're going to get a error message on the graphics card saying you must insert the auxillary power connector for it to work properly, but that will help narrow what is causing the problem by alot.
 
Thanks for your help guys! Im going to look for some plastic screws to hold the MB down with and try my best with the other stuff. Any other suggestions greatly apprecated.
 
you are powering it up without anything connected (like KB, mouse, printer, scanner, etc) and only the video card, mem & cpu connected.
 
ic7's have a feature that will power off the system if a cpu fan is not working, do you have your cpu fan plugged into the board or a molex connector.
 
hmm its on the mobo not a molex, let me try swaping it out maybe that will work, THANKS!
