I have a major problem here.

I had a huge amount of family photos on a windowsxp machine. The machine became upstable and had to be reformatted. I backup the photos up on dvd and they proceeded to format the drive and reinstall windowsxp. My dvd backup of the photos has been lost. Is there any way to get the data off the hard drive???

You could try a data recovery program such as phoenix. I've had pretty good luck in a similar situation with that program. There was a thread not too long ago covering this same topic in which a number of different programs were offered up. The catch-22 is if you continue to use the machine your chances of the data being overwritten and becoming unrecoverable grow. I'd immediately shut the machine down, get another drive to temporarily install windows on (or better yet use another box if you have the option) to minimize that risk, hook up that drive as d: then try to recover from there. You want to avoid writes to that drive if at all possible!
