One quick and dirty was is to get an old hard drive or optical drive or something you don't care so much about, plug it into the supply, and then bridge the green wire and any black wire on the main ATX connector. This should turn on the suppply. You can do it without the drive, but it's really best to give the supply some load.

best to use a CDROM or HDD rather than just a FDD (as mentioned )
as the first 2 will draw a load on both the +5V & +12V rails
a load might be required by either rail to allow the power good signal to be sent and the supply turn on
