Need Help on full screen

Got my GTX 650 working on my PCI Express 1.0 board . It improved gaming considerably. It is a Pony GTX 650 and my question is why when I boot am I not getting my boot info full screen ?Why when I am loading Windows does it not go to full screen until the drivers are loaded. Why when I use one of the outputs on the card to my TV it says it is in 1080p but does not fill the screen? Happens with both windows and Linux. TV is set to be full screen. Both TV and PC Monitor are 1080p.

My 7900gtx does not have these problems with resolution. Can someone enlighten me.Thanks
 
The driver usually shrinks the image on the card when outputting to a TV because TVs overscan. Adjust the scaling on the card to fill the screen.
 
What about the PC monitor? With any other Graphics card...even agp and pci when computer boots and before it gets to windows my computer has always shown the boot screen in full screen.With ,and I tried 2 diefferent cards, a 610 and 650 neither show the boot at full screen.Is this due to running a 2.0 or 3.0 pci express card on a pci express 1.0 board.? Thanks
