Need help for dedicated streaming rig

I'm noob when it comes to mostly everything about pc building If you guys could help me out it would be amazing.
The rig will mostly be for streaming games such a pubg at high settings or any game at high settings.

1) What will you be doing with this PC? Streaming!

2) What's your budget? Are tax and shipping included?

Did you want to use hardware acceleration to create your streams, or do you just want to "add more cores?" One is cheap and easy, but suffers from a little less quality. The other is more expensive.

Well, to get eight cores from AMD, I'll have to bump your graphics cards down to a GTX 1060 6gb (it's more than capable of 1080p 60fps gaming). Or you can bump your budget up by $200, and get the 1070 ti?
 
I think 1060 would be fine since all this pc would be doing is just for streaming not really gaming. I should've explained more sorry. I'd Like to run just a dedicated streaming rig

This should give you the most powerful streaming processor without going Threadripper/SkylakeX. You can also step down to a GT 1030 if you just want a video card, and not a gaming-capable system. That will save you $200, and still supports dual 4k monitors.

I'm a little confused. Do you want to run a dual PC setup, 1 for gaming and 1 for streaming? Or do you want to build a single PC to do both?

What are the spec of your gaming PC?

Streaming PC you just need a good capture card, audio mixer (you can use splitters but a mixer is supposed to be better), and a 4 core cpu. Small SSD for OS and a HDD. Video card does nothing so just run integrated if you can or get something cheap. A friend set one up recent and just got a Dell with a new i3, 8gb, SSD/HDD and it has been working great.
