Need help determining if the motherboard is dead

I am fixing a PC for a friend because she is a sweet old lady that doesn't know much about computers. She currently has a Biostar TA75M+ board that is a FM1 socket. I have tried to start the system up but when I do, I get 4 beeps then a quick blip. The best I can figure is that the board is dead or a component has failed. It is the CPU that has the integrated graphics card in it and I can't get any specs on the system because I am not familiar with AMD cpu's.

According to the manual for the board that I can find online, and if its really 5 beeps, thatn it is a "file read error". Should I try unplugging the hard drive to see if that is what the problem is? I have taken the ram down from 2 sticks to one, which didn't change anything, then I removed them all together and I got the sound the system makes when there is no ram installed.

I would like to be able to fix this without her buying anything, even though she said she would if she had to.
