Need Help! cpu fan only spinning randomly

I just got my newly built computer running with the side of my case open....I noticed my cpu fan only spinning for a second then stopping then spinning again...nothing seems to be in the way of the fan IS THIS NORMAL?.....shouldn't it be spinning all the time non stop?

Q6600 stock heatsink and fan
