Ok, basic spec's...

Lian Li PC-65...Took out the hard drive rack and put my HD's in the 5.25" bays so I have straight airflow from front to back.

3500+ OC'd to 2.6GHz

XP-90 w/92mm fan

Right now my temps are 36C Idle and 51C Load. I'm not worried about this, but it's winter here and spring/summer are coming soon so my room temps will be another 10 degrees F warmer. Right now my case has all stock fans in it, and it is rather quiet, which is what I need. My computer is in the same room as where I sleep, so noise is a huge factor. My idle situation is to put in all 120mm fans, but I know for sure it wouldn't fit, so I'm left with switching out my 4x80mm fans. Oh and on another note, do those fan silencers work well? Would even consider going a bit louder fan wise if those things really do hold their weight.
 
Your problem lies within the statement of "O/C'd to 2.6Ghz". Your 3500+ probably has the 130nM core? If so, your spreading out a lot of heat over a tiny ass core. Dont be fooled by Amds heatspreader. Under that, there is a tiny core.

My 130nM (Newcasle?) s754 300+ does 95F Idle and 140F full load (using the stock cooler).
Im running a 3000+ Winchester, with a gigabyte rocket cooler pro. About 76F idle, 91 F load. My Geforce 6600GT has two 80mm case lid fans @ 5v cooling only the videocard.

The only case cooling is my PSU 120mm fan hard-wired to a 5V line. Its quiet, cool, and cheap.

I have no idea how well the XP-90 works. Its expensive, so I figure its not a hunk of junk. You also need to take into consideration, that CPU temperature reporting can always be wrong.

Remember, CPUs are not like penguines, they work just fine at 60C. I have a hard time convincing my friend that his PII-233 with a voodoo banshee is not supposed to be cold. With a 4x4x5" passive heatsink (im serious, its HUGE), its fine. Heck, my Coppermine 600Mhz laptop runs excellent at 75C. CPU Burn in never reported any errors.
