Need Good Movie Encoder

Hey,
I don't know if this is the place to post about video encooding, but can anyone recommend a good video encoder that allows you to encode say a 6 GB Mpeg2 file to a 4.4 GB Mpeg2....with not too much quality loss?
-Sorry Maybe I should have put this into General Software

i assume this is a dvd.. if so put the original dvd in and use dvd shrink..
if you dont have the original dvd..then just use tmpgenc.. or even better is sorenson squeeze

No, I do not mean an original DVD. I am talking about regular .MPEG encoded files from film that I took myself that are too big to fit on a DVD.
