I need a pair of 120mm fans for my heatercore. They will be on a weapon shroud. Right now I'm using a pair of YS Tech 120x38mm fans that push 135cfm of air at full blast. I'm using a fan controller, but can't get the desired noise level. If I keep the dial any less than 60% or so, the fans refuse to spin at all. Any higher makes the fans make noise, which is bad. I am looking for fans that I can run on my shroud, which will push a decent amount of air, yet remain close to silent. Any suggestions?
 
I have two cooler master 120mm Led fans (click Here) they are very quiet at 12 volt almost silent at 7 volts the stall speed on these are about 5 volts but the leds are dim at that speed.

you say you want decent airflow and quiet but in my experience you can have one or the other. the fans i sugjested are on the weak side so if you want higher CFMs like the YS fans you got now these wont cut it but if you want really quiet fans then these should be very good
 
The fans I have now don't really make the whooshing noise of air, its more of like a groaning. Do you think I can just like lubricate the bearings or something to silence it?
 
Try a PWM based fan controller. They can turn fans down lower because they use bursts of full power to turn the fan. On the downside, PWM will make your led fans flicker in most cases. My MX222 uses PWM and can run my fans at 5% power if I want.

Well one thing to remeber is that most heater cores and thicker flat vien pc radiators(like the BIX or Thermochill) will need fans with higher cfm to be able to really cool it well due to the thickness and design as they tend to reduce airflow thru them and thus why needing more static pressure and cfm is better for them. I would say anything 80 cfm and under is probably to low. Maybe you just have a bad fan controller. I run 3 delta's that each do 148cfm each and run them on a Nexus fan controller just fine. In fact I use the 4th adjustment for my water pump. Never had any issues.
 
2 panaflo 120 mm U1A fans with vantec nexus over here..................they cool really well, but are by no stretch of the imagination silent at full output.

however, i will say that this combo of controller and fans lets me take them down to 5 volts without them stopping.
