Need cheezy software: WordArt type stuff. What's that called?

I'm trying to put together a print ad and all I need is something to put some black trim around the characters/fonts to make them slightly stand out more. Wordart in MS products blows chunks to put it mildly. It won't allow much formatting like I can do in a simple text box at all.

Anyway, does software like this exist and if so what's it called? I'm not really looking for font editing software or stuff like that, but I am looking for something simple, quick, preferrably cheap, and more along the lines of basic editable/formatable wordart.
 
I'm not quick to judge, but your noob rating makes me wonder if you did any Google research. Of course, on the other hand, you've been a member since long before me.

But make sure you Google first, before asking us, and if nothing comes up, keep trying different search terms.
