Can anyone recommend an EATX case that is 17.25 inches high or less any yet still allow me to fill all eight slots on a motherboard.

Preferably with at least side, front and rear fans 80mm or greater..
 
you can have a look at the Chieftec Dragon II CH-07B-R-OP . It is rock solid; made with 1.0mm SECC steel.
