Current System is Q6600 @ 3.0Ghz on a ASUS P5Q SE PLUS with 4GB DDR2. Its just taking me too long when encoding and ripping videos and unraring large files. I want something faster. Something that cuts through these tasks easy.

1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc

Lots of HD Video Ripping and Encoding. Lots of RAR and UNRAR VERY large Files. Watch Blurays and I occasionally game maybe 6 times a month.

2) What's your budget? Are tax and shipping included?

Id like to stay around $400 if possible, I can break that budget a little if I have to.

3) Which country do you live in? If the U.S, please tell us the state and city if possible.

4) What exact parts do you need for that budget? CPU, RAM, case, etc. The word "Everything" is not a valid answer. Please list out all the parts you'll need.

I just need the CPU, Motherboard, and Ram

5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model.

I have everything else I need. Power Supply is a Thermaltake 850W Supply

6) Will you be overclocking?

Yes Id like to be able to have the option to overclock if I want to

My desktop stays hooked up to a Sanyo 1080p 55" TV

8) When do you plan on building/buying the PC?

ASAP

9) What features do you need in a motherboard? RAID? Firewire? Crossfire or SLI support? USB 3.0? SATA 6Gb/s? eSATA? Onboard video (as a backup or main GPU)? UEFI? etc.

Just need a MOBO that has plenty of SATA ports for hard drives. I have tons of them, I have a SATA controller card coming but would like to also have plenty on the board.

10) Do you already have a legit and reusable/transferable OS key/license? If yes, what OS? Is it 32bit or 64bit?

What model is the PSU? How old is it?

How many hard drives were you planning to use directly from the motherboard? Hell, how many drives are you going to use, period?
 
Most Z68/Z77 ATX boards come with six SATA ports, with two of them being SATA 6Gbps. Right now, only SSDs need the bandwidth from the SATA 6Gbps ports.

Are you fine with six or do you really need eight (or more)? How many ports does your SATA card have?

I would replace that PSU to be on the safe side: That particular TR2 RX 850W really cannot handle anywhere close to its full 850W rating without having its DC output quality go wacko -- and that wacko DC output control can (and does) kill some or all of the components of your planned new build without the PSU even exploding or dying out! In fact, that TR2 RX "850W" barely qualifies as a 550W PSU based on the performance of PSUs that are based on that very same platform such as the TR2 RX 750W.
 
okay then what is a good bang for the buck power supply for my system then?
 
What about a processor? I saw they have the eight core AMDs for around $200. Is it going to out perform a similar priced Intel for what Im using it for?

Add 5% to the results of the 2500K in that bench and that's the performance of our generally recommended Core i5 3570K and Core i5 3450 CPUs. So outside of one specific video test in the above review, you're better with an Intel.

Unfortunately, due to your budget and the fact that you have a fairly crappy PSU which needs replacement, a fully overclockable setup was out of the question. However the above setup is capable of a limited OC of about 3.6Ghz give or take. If you want to OC past 3.6Ghz, you'll need to spend the extra $30 or so for the Core i5 3570K.

That Antec NEO ECO 520W as Danny stated. If you paid even $75, let alone the full $130 retail price, for that TR2 RX 850W, you've actually been ripped off on that purchase since you basically paid the full 850W price for what's essentially a mediocre-quality 550W PSU.
