Need a photoshop substitute

Ok, I need a program that does a lot of what photoshop does, it doesn't have to do everything but most.

I looked in the "Warez to Freeware Conversion..." poat and didn't see anything, may have overlooked it.

I feel like a total noob here, but I already had gimp downloaded and installed and never found an exec for it, just a crap load of directories and such, but no way to start it.
 
If you dont mind spending some money, check out Walmart and their price on Photoshop Elements 2.0 for ~$60. I use this program at home - it has a TON of the Photoshop features at a fraction of the cost. Same look and feel of Photoshop.
