Ok my problem is i have a 19 inch LCD with a native res of 1280 X 1024 and when i watch movies i have a black bar at the top and bottom similar to stretched widescreen videos.

What im wondering is since this is a 5:4 resolution how do i get my videos to really be fullscreen?
 
I assume you are using some sort of software DVD player through Windows. If so, you want to look for something that will allow the software to stretch the video to the monitors size. In powerDVD, I just uncheck the "maintain aspect ratio" option.
 
This is a problem with all forms of video. not just DVDs. However for DVDs i have an older version of nvidias purevideo decoder
