Names and Workgroups in Windows Network

So I'm in these apartments that have a big network and I found out that If I run an http server on my computer, any computer in the same workgroup can access the server with their browser by typing in "http://mycomputername". Is there any way for anyone in any other workgroup in this network to access it in the same fashion, by simply typing "http://mycomputername" ?
