n00b Question, E8400 chaning multiplier?

I just completed my new E8400 build and after running CPUZ I keep seeing my frequency and multiplier change. From ~2000MHz@6x to ~3000MHz@9x. Why is this happening?

I apologize for my ignorance.
 
its an intel feature called speedstep.. it downclocks your system when its idle to conserve power.. you can choose to have it on or off in your bios..
