How intensive a critique do you want? This looks like it's still a very preliminary version of a site, and as such, a lot of criticism/commentary may end up being premature.
 
i just want to know if i am going in the right direction as far as format and layout goes... theres still things i need to know about before i go further.. this is all i could conjure up for now. Any criticism is fine
 
OK, I'll see what I can pull out for starters:

Validation:
I like validation. I won't go on a huge tirade about how validation is life and how the road to hell is paved with quirks-mode pages, but I think it's important. Anyway, here's the breakdown of your main page.
Most notably, you ought to specify a character encoding. Chances are very good that you're serving iso-8859-1, but many agents (like the W3C validator) fall back to UTF-8, and that can cause errors. Explicit specification will prevent this.
There are also several problems with the basic page markup, things like the <head> and <body> tags. Those need to be fixed.
I'll leave the rest of the validation to your time/discretion.

Page layout:
Conceptually, at least, the division of content looks fine, though I wonder about the differentiation between news and home. If home doesn't have news, what will it have? If it has news, what's the purpose of news?

Also, it's nice to have text-based navigation somewhere on the page, even if it's just small text at the footer or something, particularly since you have no alt text on your nav buttons.

Page style:
A consistent visual theme is needed. I have no problem with the banner or any button taken singularly, but combined, the banner and buttons comprise four different clashing styles. Nothing blends or fits naturally with the others (not even the similar buttons, with the arbitrary-looking borders between them).
Also, as noted, alignment looks bad between the hosting banner, site banner, and buttons.

You have hscroll at 800x600 for no real reason, and that should be changed. There's a lot of blank grey real estate.

The text on News / Reviews / etc looks 1996-vintage. Again, a consistent visual theme is needed. Also, default visited link color for unvisited links is probably a bad idea (plus the purple looks very out of place on the page). Among other things, I recommend a sans-serif font given that's what you're using for the buttons/banner.

The forums also look completely different from the rest of the site, but given how you're hosting, I'm not sure how much control you have over that.

The clock thingy:

haha the clock thing is great, i used to put useless java scripts on my pages all the time. he might have a practical reason for it, who knows. i mean....someone coded the script, so someone had to have needed it for some reason.

scratch that, many people just have too much time on their hands...

the site being in such early stages, all i'll say is that your buttons need to match.
 
actualy i was just testing the clock lol... thanks lomn those are all good points and i will try to work on them.. this whole site was just a test to see what i could do... my next one will be better. how can i get rid of hscroll at 800x600?, that is indeed bothersome.

I'm pretty sure it's because of the clock.

Well, not the clock itself, but the fact that you have two <body> tags (the second of which you're using to load the clock) and that the clock's positioning is what's responsible for the large margins. The second <body> tag needs to go, that alone will probably fix it (just move the onload directive to the first <body> tag).

Also, I noticed you had a font called "Acknowledge -BRK-" that you were trying to use. Bear in mind that virtually no one has that font and will instead see Times New Roman.

there... that should be better, except the font size in reviews.. but im too tired to even fix that i think

I still get hscroll @ 800x600 in Firefox....your image is too wide.
