I believe the Q6600 in my setup is running worse than should be expected. I am using stock cooling, and I have not altered any speeds. Apparently my CPU is only running at 1600MHz (266.68 x 6) at 1.1-1.15V and is approximately 40-45C idle and 55-60C under some stress. Is this normal? Did my CPU automatically reduce its core speed and voltage because it passed some temperature threshold?

its speedstep at work, what it does it lowers the multi from 9x to 6x, to conserve power and energy, but when the power is needed it brings the multi back up to 9x and gets back to full speed.

speedstep is actually pretty nice and it will cool the cpu a bit, you also wont notice anything performance wise, it only lowers when the computer is idle.

well mine is under stock cooling and stock settings, and it is a little lower than yours, like about 2c lower idle and about 55c load, but it also depends on the temp of your house, and the cooling of case, etc.
 
hmmm turn off speedstep. I oc to 3.2 ghz and its 38-40C on idle and around 48-50 load.
 
Everything looks fine to me. Temps are not out of the ordinary. Sure there are people with cooler temps running stock cooling, but your temps are not unheard of by any streatch.
 
I had my Q6600 under stock cooling running @ 70C+ (Prime test) at 3GHz. You're fine temperature-wise. Turn Speedstep off (it may be labeled "EIST" in the BIOS for Enhanced Intel SpeedStep Technology); it causes auto-downclocking. Don't use EIST with overclocking though, it can cause problems. My chip happens to run fine with SpeedStep at a 3GHz overclock, but generally many chips destabilize/crash/blue screen when EIST is on with overclocked speeds.
