The system is in my signature.
Divider: 7/10
I don't know why the RAM frequency does not show up in CPU-Z :(

Suggestions Welcome

what multi does the 165 have? maybe u can try running 1:1 w/ ur ram and tighter timings? it might help make ist stable...just a few suggestions
edit:
why run a divider!? those are pc4000 ballistix right? my pc3200 ballistix can hit 270 easy
if i were u, just loosen those timings a tad bit (or maybe increase the voltage) and run a 1:1 divider :p

what Timings do you recommend for 290Mhz at 1:1?

idk if ballistix can even do 290 at a 1:1, last i checked they're crucial-micron chips or something, so it isn't TCCD we're talking about where 290 is a cakewalk.

My suggestions: put a ramsink on your PWMIC and point an 80mm fan between it and your ram dimms. Thats what i do, provides active cooling for PWMIC and memory. Might also want to AS5 your chipset to get the temps down.

Once those temps are down, you can work on your CPU some more. Pump it up a bit, give it some volts, go for 2.7 Ghz or so.

well...my ballistix can hit 270 w/ 3-3-3 at 2.7v but i didnt bother going any further
those tracers MAY be able to hit 290 with 3-3-3 and a good amount of voltage but maybe you can drop it down to 285 since you said that 290 was not stable in windows
also, make sure you do get some active cooling for your RAM. My ballistix are at about 42C idle and about 45C when i play CS 1.6 but i am yet to get active cooling for these (i had a fan but it only dropped it down about 1C) so make sure u jump on that :D
also, regarding the above post, where can u find a ramsink for the PWM? mine is pretty damn hot under load (about 55C) and for the op, yes, you should replace that chipset gunk with some new compound
check out the dfistreet forum if you want to find a guide but it should be too hard. and u dont void your warranty either! as long as you dont break anything that is :p

I did put AS6 on the chipset. I have 2x80mm fans blowing over the RAM. I will put another 90mm fan over the PWMIC area...

well...considering those temps are underload...thats kinda odd...i got about the same temp (about 54/55C) when i was dual priming...are teh fans blowing on the PWM and RAM or blowing away? if they are away, try making them blow on them.
also, what case do u have?

I have the fans blowing over the RAM. The chipset temps fell by like an average of 5C. They used to go as high as 51-52C.

well, now that the PWM temp is down, next thing is to work on fixing ur cpu OC, try running different stuff at different voltages
also, maybe you could try burning in at 280mhz then slowly working ur way up to 290

okay this is stable (i think)
2.4Ghz
9 x 267
Divider 1:1
2.5-4-4-10 @ 2.73V with 1T CPC
35.83 seconds SuperPi

go back to your old setting, up the volts (anything up to 1.5 is more than safe), and you have 2x512 ballistix, those should hit 290 with EASE, 2x1gb hits 290 easily also. Go to 3-3-3-8 for 290mhz, work around with the volts, and when you get the cpu stable work on the ram timings
