Here is my new setup: http://www.woods.us/cpuz.htm

This is on the stock Intel HSF, btw :)

Now, is my Vcore supposed to be variable from 1.632-1.680? I have it set to 1.60 in the bios. Using a Truepower 550 with the setup in my sig.
Edit: Rolled Vcore back to 1.475 and it still goes as high as 1.552.

Also, what can I do to optimize my ram? Or is this the best it gets?

Idle CPU - 94F Bios/88F Probe
Idle Ram - 81F Probe

This is only temporary until my 2.4c, AS5, and Zalman 7000 arrive, then the 2.66 goes back in the old i845 board with PC2100.

Well, I decided that a 2.4C would optimally deliver 3.5-3.6GHz.

Considering that this chip is chugging along now at 3.3GHz (165x20), 2-3-3-7-4, at 1.55Vcore(It was running fine at 1.475, but I wanted to make sure it would remain extra stable.), I decided that a P4 didnt justify the Cost/Chance/Benefit ratio. So I've purchased a Celeron 2.4C to OC to 3.2GHz (24x133) for my media encoder box(Mainly recording TV and transcoding dvds/divx, occasional games like Quake3/Red Alert2).

Now running at 89F Probe for CPU and 80F Probe for case. Now using a Zalman CNPS 7000 Cu.

The thing is, this 2.66 wont do anything passed 165FSB. Raised voltages to max, changed pci and agp dividers, ram dividers, totally relaxed the ram. Nothing.

Hopefully a bios update(next week.) Will allow a bit more performance. I think this cpu is capable of 3.4-3.6.

I think what you've already hit is probably the ceiling. Still considered a good overclock on a 2.66.

I don't know. It seems that it would at least show some signs of being too hot or something. I can't even go another 20MHz. Never heard of being able to run a proc at a speed then 20MHz more won't even post(In the past 2 years.). It just seems odd.

Nah not really. Every P4 I've owned has been like that....lol. Maybe its me, I dunno.

Oh well. Needless to say, I am happy with my setup. :)
420FPS in Q3A Demo, timdemo demo001.
Crank it up to 1280x1024 with max details and such, 200fps. :)

I do have an additional question.
What are the fastest settings?
Here are my options:
DRAM Idle Timer
-Infinite
-0T
-8T
-16T
-64T
-Auto

DRAM Refresh Rate
-Auto
-15.6 uSec
-7.8 uSec
-64 uSec
-64T (Not a typo)
