my harddrive won't work

i'm trying to get this hard drive to work and it won't.
what should i do?
 
just kidding, it's a 40 gig maxtor that i found lying around and i have it hooked up to ide3 on my mobo. ide1 is my main hard drive and dvd-rw drive. ide2 is my cd rom drive. when i first plugged it in it took about 20 minutes to boot up into windows. now i try to format it through disk management and it finishes at 99.9% and says "windows could not complete the format".

is it fried? would a maxblast do anything?


chaintech znf-150, athlon64 3200+, radeon 9800xt, windows xp pro

i've tried the hard drive on 3 different computers so far so i doubt my comp stats matter.
