My case/cpu is hot, need some help...

Motherboard Monitor shows my CPU at 45C and my case at 38C. I think the CPU is high for sure. Right now I have astock CPU cooler on it, but think I need more. It is a P4 3.2E. Any suggestions on a decent cooler? not too expensive, I don't overclock this one, I just want to lower the temps some. and stay fairly quiet. I also realize that if I lower the case temp, it will lower the component temps as well. Are there any fans that are more highly recomended? I am using Coolermaster rifle bearing LED fans now, and the nosie is about as loud as I want. I have the Chieftec Matrix case (good pics here) and have all of the stock fan locations filled.

1 intake in front of hard drives
1 intake at bottm of case
1 side intake over the video card.
2 rear exhaust
1 120mm exhaust in PSU

any ideas?
 
if u want to cut your window add 2 92mm fans in ther or maybe a 120mm fan that will prolly help a lil and cut out the front fan grills to help airflow in alil easier
