I would reinstall the drivers with the X1900 is installed.
Allrighty, mini review (don't expect any FPS or 3dmark scores here):
First off, my order was from newegg and my first card was not working properly. The IceQ3 fan simply never spun and the card heated up quickly to over 113C. RMA time. I got my new card in and here are my random thoughts.
I won't bore anyone with the "normal" performance of the card since it is a X1900XT and everyone can read the tons of reviews out there. It serves me well in 1680x1050 widescreen. That should be enough about that.
What I'd rather do is concentrate on the unique HIS IceQ3 cooler on this card since no other X1900XT has anything like it.
The cooler is blue and glows in the dark. This is nice when you have a windowed case, but for me, it was a non issue. The heatsink itself is very heavy and completely made of cooper. It features a soldered heatpipe going from the core to the massive copper heatsink. The ram chips are also covered by individual copper heatsinks.
The Fan unit is located at the back of the card, as opposed to the stock ATI heatsinks. It moves a lot of air through the fins of the heatsink to the outside. By doing so, it generates only a small amount of noise. At 100% fan speed this unit is STILL QUIETER than my Arctic Silencer from my X850XT. It really is not audible in 2d mode and i can barely hear it under full load. Kudos to HIS for chosing such an outstanding cooler (from the same makers of the Silencers btw).
Knowing from first finger experience, the heatpipe gets really hot (as mentioned above, my first cards fan wasn't working and i removed the card and got my finger on the pipe....ouch...110C leaves a mark). Anyways, a good sign since that means that the heat transfer from the core into the pipe into the cooling fins actually works properly.
Temperatures are in the 45-50C idle (room temp is a high 78F here right now) and i haven't gotten my temps above the 75C mark under load yet, no matter how hard i tried.
I briefly tried overclocking the card to XTX speeds, which seemed no problem whatsoever, not even raising the temps higher than before. I haven't tried finding the maximum o/c yet, but I'm sure it'll be quite high since the cooler does a really outstanding job.
Overall the card deserves probably an award for the most thought out X1900XT cooling solution. Is it worth the premium (~$25-$35 above "normal" X1900XTs)? That depends on you. Are you bothered by the loud noise of the standard ATI cooler or would you rather avoid the aftermarket cooling solutions that blow the hot air into your case? Then the HIS X1900XT with IceQ3 is for you. If noise and high temps on your GPU don't bother you, then save the $30 and buy a game or so.

75c under load is really good, my stock cooler hits 95 c under load 
. Reapplied as5 and everything and its still hot as hell, then agian most reviews state it usually gets to around the mid 90's so its normal.
