My 780 a dud?!

hey guys, I think the title is self explanatory. I have a Zotac GTX 780 OC edition that has a Boost clock of 993 Mhz factory. I am using MSI afterburner for overclocking. For the time being I am not overclocking and the card runs at 1045 Mhz using the stock GPU Boost 2.0 algorithm. I tried squeezing another 100 Mhz which brings it to 1124 Mhz without any memory overclock but what I observed is the boost frequency never sustains for longer periods. I get 1124Mhz for 2 minutes and when the action gets intense in game it downclocks itself to 1110, 1097, 1084 and finally stabilizes at 1045 Mhz the frequency I get without overclocking :confused:... I never even touch 70 degrees with that OC. I am starting to think that my card is an absolute dud!. I tried overvolting but I get the same problem. My voltage never is constant at 1.2V. It decreases to 1.62V during intense gaming. Am I doing anything wrong guys or is it just a bad card?.
 
you have to increase first the power target.. do not touch voltage until you find the wall of that card at stock... also even if you raise the voltage the card will not use it if not needed thats why isn't constant..
