My 3000+ wont OC

My processor doesnt want to OC past 1900mhz (winchester 3000+ 1.8 stock) and everything I've tried has failed. I have lowered RAM latency, increased ddr voltage, reduced the ht to 4x and nothing has worked. IS there something im missing or does my processor just not want to oc.
Specs: 64 3000+, abit av8, 512mb dual channel geil pc3200, pny 6800nu.
 
Im using a thermaltake venus 7. It came as a mobo/cpu combo from monarch so i assume they know what they're doing when they seated it, but I could be wrong.
 
you seem to taken care of all the steps here....have you tried different ram? have you change Vcore?
 
Why are you messing with your ram if your still looking for your max oc? Set a ram divider to take ram out of the equation and mess with the just the processor freq, vcore, and ldt.
