I'm interested in making music and would like to know what are some good cheap software programs to play around with. The type of music I'd like to do would be something along the lines of the station "Chill" on Sirius radio.
 
Check into Audacity. It is free and quick powerful.

I don't know what Chill is on Sirius, but are you making electronic music using pre-made samples or VST instruments, or are you recording your own instruments?
 
Basically, you're looking for an app that has a built in sequencer and instruments. Simply put, the best app to learn on is Rebirth (free) http://www.rebirthmuseum.com/

From there you want to get into something like Reason or the full Record suite. (maybe Sony Acid if you're only into loops).

Audacity / Sound forge is great for recording 1 track, but I don't believe either supports multitrack recording/editing like Pro Tools, Cubase, Nuendo, Digi Performer, Logic etc etc.

Yeah, I was going to suggest Fruity Loops as well. Years ago I messed around with both that and Propellerhead's "Reason," but I'm sure a lot has changed with both programs since then.
 
with Finale, you can write out your own stuff, thats more for like orchestral instruments, but Garage Band is the best for MAC.
