It's not really a second CPU. What HT really does is allows the processor to execute instructions in parallel in what would normally be unused sections of the pipeline. Basically since the P4's pipeline is so deep, there are several stages of the pipeline that don't get used by applications. HT makes use of the extra space if an application is multi-threaded.
