Multiplier changes in CPU-Z?

Doing my first overclock of my E6300, and I set the FSB to 333 (for starters), multiplier to 7 of course, and the PCI-E bus to 100mhz. Vcore is at 1.368 for starters. Then I save.

On the POST screen it says it's at 7 x 332, even though I change it to 333. I'm like okay, so I try changing it to 334, in hopes it'll say 333. It says 331.

So I ignore that and load into windows, opening up CPU-Z.

CPU-Z reads my Multiplier at 6x (1980MHz core speed) , but jumps to 7x (2310MHz core speed) every 20 seconds or so for 2 seconds.

CPU-Z also reads my voltage at 1.328 despite me setting it at 1.368.

Anyone know what's going on? Also, CPU-Z is reading my memory at 5-7-7-19. I want it atleast stock (5-5-5-15). I see no option in the BIOS to change it.

I have a DS3 board (Rev. C2) and F10 BIOS (haven't flashed).
