MSI P67 Overclock Trouble Maybe?

Alright I'm dumb. I started running Prime 95 and it jumped up to 4500 mhz. Isn't there a way to get it to always run at the overclocked speed? And how many tests was I supposed to set Prime 95 to run 4 or 8?
 
you can turn off speedstep in BIOS.

You need C1E or EIST off. Why do you not want it to idle at a lower cpu speed?

Running at 4500 the whole time is pointless, but turn off "intel c-states" to do it. Should be in the green power menu.
