MSI Cyclone GTX 460 Low FPS

I'm not sure what the issue with my card is, but games that used to run at 60fps and above now have trouble hitting 30fps. I also notice that my cad used to idle at 41C on average and would increase to about 49C in game, but now idles at 36C and doesn't change when I go in game. If my card somehow being limited or did part of it fry and die?

Btw: all drivers up to date and I reinstalled windows to see if that would help as well, but nope.
