I'm not sure I'd call it "messed up". I'd rather a delayed release over a timely release that carries a known "bad patch". If they had released the patch there would have been an outcry about that, as well.

Damn, I wish they would have released it so I could have seen how r/windows10 would have defended them releasing a busted patch.

Rumor is it's because of the 0day malicious SMB server issue.
User goes to webpage.
Webpage makes call to bad SMB server.
Windows crashes hard.

Yet if they were still on a segmented update policy (where updates are released individually instead of bundled), this wouldn't have been an issue. 
Release the updates that are fine, hold the one(s) that aren't. Fix the bad one, release later.
