MR9800 Poor Performance?

Recently I've been having problems with my games running poor lately(MR9800 inspiron xps). I know 3dmark03 scores have nothing to do with how games play, but I gives you some indication of performance. When I started having problems, I decided to do a factory default restoration(ctrl+F11 at dell startup will do a no-cd factory restoration). I did this and reinstalled drivers and my 3dmark03 score was like 5200. Before I started having problems I got 6400. Could this be hardware related. I've never had any artifacts from overheating or is it strictly software and driver related. Should I do a full format then use the cd's to restore? Id really like some advice or input on this. Thank you
