MPEG editng software?

I picked up a DVD camcorder over the weekend, now I need some decent software for encoding the DVDs to MPEGs, and software to do basic editing on the MPEGs. I want to be able to splice, change quality, etc., nothing to fancy. Any suggestions? I've never messed with this stuff before.

I am by no means knowledgable in this topic but I find for my general use Microsoft Movie Maker isn't that bad. Does many of the basic things well and even some more advanced things. Give it a try: C:\Program Files\Movie Maker\moviemk.exe
