what is the best program to do this. I need avi to burn to a dvd to let someone watch something.
 
Freemake is good if you want a simple interface (just make sure to uncheck the bloatware during the installation if you install it)

edit: Sorry about that. Handbrake used to support converting to .avi but no longer does.
edit2: Also with Freemake you can burn/convert the mp4 directly to DVD in one step
