Does anybody know a good freeware bitrate converter. Something that can change 128kbs to 32kbs. Mainly using it to make ringtongs for the v400 cell phone.

V400...I have the V300 which is the same phone I believe, just from Tmobile.

Anyway, don't convert to 32 bits. I tried that and the file didn't work. In fact, I couldn't even find it; I searched in all the menus and options. The file was there because the memory was used up. I dunno...after a few days it just disappeared. I think if you load something and it becomes inactive it gets deleted. I've read that 64 kbs works fine and dandy.

Anyways, to answer your first request, go here and get out_lame.
 
thx for the advice, you were right v400 is the same as the v300 only see's 64 bitrate not 32... oh well same quailty though.... however i dont' understand why you there are ones with 32 bit rate on the interent. I wonder if there is some kind of special setting for those....
