Mouse still on after shutdown?

My components are in my sig.


Occasionally after shutting down my mouse, a deathadder 2012, will still be lit up. What is causing this to happen?

Some motherboards have the ability to keep usb ports on to charge your phones or whatnot when the computer is off.

My keyboard stays on unless I turn the lights off via function key. The mfc website said to change the USB port power options.
