The first time when i start up my computer and i get to the welcome screen my mouse doesnt work. (always happens on the first start up) so i hit the reset button and it goes to the welcome screen and it works.

I am using a ball compaq mouse (mx700 took a crap) it is a ps2 connection. my motherboard is in my profile.

What is going wrong here and how can i fix it?
 
ps/2 port disabled in BIOS? Im assuming you were using the usb port for your mx700? Look in your BIOS and make sure the ps/2 port is enabled.
 
if it is disabled then why when i restart it, it is detected?
