Mouse Freezes, Screen too

From time to time my USB Mouse pointer freezes even though infra red light on mouse is on.

I tried to plug it into different USB ports but that does not help. The light goes off when plugging into a different port.

I tried Ctr + Alt + Delete but that doesn't work.

I tried plugging a different mouse but that does not work. It's light won't turn on.

Only thing that works is shutting down the PC by power button on CPU & restarting the PC.

The same mouse than works fine until it decides to freeze again.

I reinstalled the OS ( Win-7, Ultimate ) on two different hard drives but that did not help either. It freezes on both HDD.

Help please.
