motherboard or CPU?

For the last year or so my PC has been completely stable. Then (apparently) out of nowhere, it refused to startup. It seems to stop/freeze either before or right during POST (no beeps) just <CPU ID: 0662>, I think it's when the CPU is being recognized, then the monitor loses signal. I can't get into the BIOS either. I tried all the normal culprits (drivers, v-card) and nothing. I had a breakthough (maybe) when after unplugging a USB scanner it started working fine and consistently again. I can recreate the problem every time by simply plugging in the USB scanner. Given the way this occurs, I'm thinking this may be a CPU problem, but the USB part doesn't exactly make sense so I'm not past ruling out the motherboard or even PSU.

Looking for advice on whether this sounds like the motherboard or cpu? I'd hate to have to upgrade the motherboard, CPU and PSU at the same time since the budget doesn't exactly agree with that ;) Thanks!
