I just bought a new Sparkle 530w PSU that the sticky up above said was one of the best, yet WinBound HWDoctor is stating that my +12v is at +11.58v. Isn't this bad or is the program not really accurate? All my numbers in the program are listed lower then they should be.

My system is as follows.

AMD64 3200 (ClawHammer)
BioStar K8VHAPro
2xGeil 512 DDR400
6800GT @ 415/1100
1x DVDR Drive
3x IDE Hard Drives
2x SATA Drives

Is my system too much even for the 530w PSU? Or is the PSU bad?

No way, and the power supply probably isn't causing problems. You just need to use an accurate measuring system, like a simple multimeter or voltmeter. The onboard hardware monitoring circuit that Winbond reads from is inaccurate enough to throw off the readings.
