My sisters Computer Monitor is acting very strange. When she turns it on, it keeps making this clicking sound and the power light keeps blinking on and off. It NEVER comes completely on. The CPU powers up just fine. Should I toss it, (the monitor) or can it be fixed?

did you test the computer with a different monitor? i would do that first before throwing that one away. could be the video card not giving a good signal.

try the monitor on a different computer. if it does the same thing on two computers, then give it the boot.

Sounds dead/dying to me. 
I'd try testing the monitor with a different computer. When did it start happening? Did it just happen randomnly? Is it possible your sister tried to change resolutions or refresh rates? Hook it up to a computer that is using a relatively tame resolution (i.e. 800x600 70hz) if it still does that then, yes, it's probably dying. If not, it's possible it was set to a resolution outside of it's scan range and it just has a really stupid way of conveying this to you.
Of course, if this is happening during POST and Windows bootup (as I just realized your post may indicate), then all of the above is irrelevant, except for the part about your monitor dying.
